Synopsis

When Xi Jinping came to power, he hinted at a possible opening. A few months later, according to human rights organizations, the regime was imprisoning dissidents at a rate not seen in decades.

This report attempts to understand this reversal by meeting with those who continue to speak out despite surveillance: communities in exile that maintain solidarity networks, and a segment of the wealthy class that chose to leave the country rather than live under constant legal insecurity.
