Synopsis

In Kinshasa, in neighborhoods where more than 70% of the population lives on less than two dollars a day, organized gangs known as the Kulunas have imposed their presence over the past two decades.

In response, police operations are multiplying, and a military re-education camp has just been inaugurated.

This report follows this confrontation from both sides, without shying away from the question of what, structurally, creates these situations, and what "bringing them to heel" really means.
